This is a known issue that is resolved in the Video On-Screen Display v5.01.a in ISE 14.2 and the 2012.4 Vivado release.
There are no architectural differences that affect the Video On Screen Display, so you can perform your development using the standard 7 series parts and update to the 7 series low power part once this issue has been resolved.
