In BitGen 14.3, the following error occurs even though the bit file still gets generated:
"ERROR:Bitstream:188 - Bad time stamp"
If BitGen is run on a Japanese time format machine, the following errors are displayed:
"ERROR:Bitstream:188 - Bad time stamp "MON 29 OCT 10:2:52 2012". Expected "YYYY/MM/DD HH:MM:SS"."
"ERROR:Bitstream:188 - Bad time stamp "MON 29 OCT 10:2:52 2012". Expected "YYYY/MM/DD HH:MM:SS"."

This is an issue with running a Windows machine where the LANGUAGE environment variable is set to "Japanese."
The generated bit file can be used. This error can be avoided by changing the time format to "English."
This issue is planned to be fixed in ISE Design Suite 14.4.
