14.5 iMPACT/ChipScope - Programming a Virtex-7 580T GES over JTAG fails


Programming fails with the following message in the console when programming a Virtex-7 580T GES over JTAG using iMPACT or ChipScope tools:

'1': Configuration data download to FPGA was not successful. DONE did not go high, please check your configuration setup and mode settings."

How can I get JTAG programming to work? Is there an issue with my board or device?


JTAG programming requires a different programming algorithm for 1.0 Silicon compared to 2.0 Silicon. The tools can switch between these algorithms. The default algorithm targets 1.0 Silicon. Patch files to enable both algorithms are attached at the end of this answer record.

Installation Instructions

  1. Download 55858.zip
  2. Extract to C:\Xilinx\14.5\ISE_DS\ISE\ on Windows, or ./Xilinx/14.5/ISE_DS/ISE/ on Linux

Usage Instructions After Patch Installation

  1. Set the environment variable XIL_CSE_V2FUJI5 to 1 to target version 2 of 580T device configuration
  2. Unset the variable for version 1.0 and all other device family targets*

* This patch affects all JTAG algorithms in the tool. If targeting other devices, you must ensure that the environment variable is unset.

A fix for this issue is available in iMPACT 14.5 and Vivado 2013.2. The environment variable is no longer required in iMPACT 14.5 and Vivado 2013.2 and the fix will not affect the configuration of other devices.
