This solution explains how to do a soft reset of SEM IP

Solution

This is explained in PG036, LogiCORE IP Soft Error Mitigation Controller v4.0 for Vivado tools, but is not included in the ISE version of documentation. 
 
  •     Is soft-reset supported on only 7-Series (and not 6 series or Zynq SoC)?
          Software reset is supported in 7 series, including Zynq SoC. This command is needed in such instances to support partial reconfiguration when the design includes SEM IP.

  •     From which ISE version is this command implemented and supported? 
          This software reset command is valid for the ISE core version SEM v3.6 and the Vivado core version SEM v4.0.
 
 
Software Reset
The "software reset" command is supported by the 7 series Soft Error Mitigation controller, and can be applied through either the Error Injection Interface or the Monitor Interface. This command directs the controller to perform a software reset, and is only supported in the idle state. After issuing the command, the controller is moved from the idle state, through the initialization state, and back to the observation state.
 
The 7 series software reset command format for the Error Injection Interface is shown in the figure below, with X representing a dont care.

The 7 series software reset command format for the Monitor Interface is:
 
      R {2-digit hex value}
 
The hex value supplied with this command is a don't care.
 
Completion of the command is indicated on the Status Interface by a change in the state outputs indicating the controller has entered the observation state. Completion of the command is indicated on the Monitor Interface by an initialization report followed by a command prompt indicating the controller has entered the observation state.
