2015.1 Partial Reconfiguration - DRC (HDPR-1) is reported for the newly created GND/VCC cells in the nested pblock of the reconfigurable module

In my Partial Reconfiguration design, I add a nested pblock for some sub-modules inside the reconfigurable module.

The PARENT property for the nested pblocks to their parent pblock is also added.

During opt_design, the following DRC error occurs on the newly created GND cell in the nested pblock:

ERROR: [DRC 23-20] Rule violation (HDPR-1) Cells must have a Pblock defined - HD.RECONFIGURABLE primitive cell 'inst2/example_init_inst/GND_10' does not have a Pblock defined.
Please first define a Pblock for the HD.RECONFIGURABLE cell 'inst2' and define the range(s) for each primitive type.

The newly created GND cell is not automatically assigned to a PR parent pblock which causes the error.
Can this DRC error be ignored safely?

GND/VCC cells in the nested pblock will not lead to any issues, so in Vivado 2015.2,  this DRC (HDPR-1) for GND/VCC primitives will be bypassed.
