2017.1 Vivado - Vivado crashes attempting to open an IP core or when enabling Partial Reconfiguration

When I open or customize an IP core, or when I enable Partial Reconfiguration using Vivado 2017.1, the Vivado GUI crashes.

The hs_err_pid####.log file reports the following:

# A fatal error has been detected by the Java Runtime Environment:
# EXCEPTION_STACK_OVERFLOW (0xc00000fd) at pc=0x000007febcd01cd7, pid=2528, tid=0x0000000000001938
# JRE version: Java(TM) SE Runtime Environment (8.0_112-b15) (build 1.8.0_112-b15)
# Java VM: Java HotSpot(TM) 64-Bit Server VM (25.112-b15 mixed mode windows-amd64 compressed oops)
# Problematic frame:
# C [libXil_lmgr11.dll+0x61cd7]

The libXil_lmgr11.dll is causing a stack overflow on a small set of Windows machine.

The attached patch will resolve the problem for Vivado 2017.1 users.

The readme file inside the patch gives instructions for installation.

The problem has been fixed and this patch will no longer be required in Vivado 2017.2.
