I use Vivado License Manager (VLM) 2017.2 to attempt to get a trusted storage, activation license processed.
In Vivado 2017.1 I could view the trusted storage content and go through Online Activation to get an Activation license, borrow it or return it back to Xilinx.
However, in Vivado 2017.2 I cannot view the trusted storage content using VLM on a Windows platform. The problem is that Xilinx tools are not able to check out licenses.
Note: The Activation licensing flow is being deprecated and will be completely removed in Vivado 2017.3.
The command line option using xlicclientmgr can be used for returning licenses in Vivado 2017.2.
However, the Xilinx tools will not be able to use an activation license to enable a process.
For information about using the xlicclientmgr command line tool see the following Answer Record.
