Vivado 2018.3.1 Install - Update from 2018.3 to 2018.3.1 using XIC produces a warning: "Execution of Pre/Post Installation Tasks Failed"

When updating from Vivado 2018.3 to 2018.3.1, Xilinx Information Centre (XIC) shows an error related to xlpartinfo.tcl, and the file does not get updated.

Warning: Xilinx software was installed successfully, but an unexpected status was returned from the following post installation task(s):
/bin/cp: cannot stat /tmp/TMP_LD_LIB_PATH2019-03-27-18-21-1553710101/2018.3.1_1553765376224/scripts/xlpartinfo.tcl: No such file or directory

There is a known issue that has been identified and fixed in the new Vivado releases. The warning is correct and is due to the xlpartinfo.tcl file not getting updated.

This warning is only issued if you have chosen Xilinx Information Centre (XIC) to apply the 2018.3.1 update.

To work around it you can use the 2018.3.1 Single File Download (SFD) instead of using XIC to apply the 2018.3.1 update.

The issue causes some devices such as Virtex UltraScale+ HBM and Defense Grade Kintex UltraScale+ devices to be missing in the Vivado System Generator tool.

Please see (Xilinx Answer 72169) for information on how to add these devices.
