DisplayPort 1.4 RX Subsystem - Why does the core fails to train at 8.1 Gbps on GTYE4 when DOWNSPREAD is enabled?

When using the DisplayPort 1.4 RX Subsystem with DOWNSPREAD enabled on GTYE4 (for example, in the example design for the VCU118), the core fails to train at 8.1 Gbps.

What is the cause of this issue?

Note: DOWNSPREAD is enabled by default in the 2019.1 release.
