Solution

This is typically seen when doing an upgrade to an existing Foundation package. The problem is that the older Foundation still has some files 'locked'. The installer tries to delete these files, but is unable to because they are still resident in memory.
The solution is to simply reboot the machine, and launch the install again.

Under Temp directory check the setup.* file for errors indicating locked files. Remove troublesome files. Reboot PC and then re-install software.
Lmgrd, the license file daemon might need to be stopped by START> SETTINGS> CONTROL PANEL> then use the services icon to stop the license manager.

Alternatively, remove the previous installation of foundation by CONTROL PANEL>ADD/REMOVE PROGRAMS> uninstall. You will need to remove the install directory from your hard drive. Reboot PC and then install new software.
