EXEMPLAR: How to insert or disable insertion of global buffers to internal clock nets?

General Description:
Leonardo spectrum can insert global buffers to high fanout internal clock nets
automatically. The order of buffer insertion is :

1. Primary clock nets (high priority)
2. Internal clock nets, if there are enough global buffers.


To use this feature turn on this feature (default is false)

set insert_bufs_for_internal_clock true

To turn off this feature on a specific net you can set NOBUFF attribute
on that net.

Eg: set_attribute -net -name NOBUFF -value TRUE <net>

where net is the net which you do not want to buffer.
