Licensing - "Activation Based Licenses" section is gray (disabled) even though Vivado License Manager (VLM) is used to enter the Xilinx Product Licensing site

When I enter the Xilinx Product Licensing site from Vivado License Manager (VLM) or xlicclientmgr or xlicsrvrmgr, I can see licenses in the "Activation Based Licenses" section of my account's "Create New Licenses" tab, but the entire box is grey and nothing can be selected.

The below text is from the warning message:

Important Information
The activation licensing section below is disabled either because Vivado License Manager was not used to initiate this web session or because the Activation Request ID has already been used to generate a license.

Please see http://www.xilinx.com/tools/faq.htm for more information.

The Activation licenses will be disabled in the following cases:

  • The Xilinx License account was accessed directly without the use of VLM or one of the license manager utilities (creating the .xml or .html file to access the site).
  • A nodelocked (Client) only entitlement will be grayed out if xlicsrvrmgr was used to generate the license request .xml and .html files
  • A Floating (Server) only entitlement will be grayed out if xlicclientrmgr or VLM was used to generate the license request .xml and .html files

  • An Activation based license for the current machine has already been generated using the current request.xml file but the license key has not been loaded.

The Activation Request ID is a hashed unique request identification number.
It will be changed every time the license key has been loaded on the current machine.
On the Xilinx Product Licensing site, multiple license keys are not allowed to be generated for the same Activation Request ID.
  • The generated request .xml file (or .html) does not contain the proper machine identification.

In versions prior to the 2014.3 release, a umn2 value is required in the .xml file correlating with the MAC address of the machine.

This value will be blank if the host machine is a Virtual Machine.
See (Xilinx Answer 60485) for more information.

Additionally, there have been some reports of other machines not being able to generate valid .xml files.

These cases are rare and should be handled individually with Xilinx Technical Support.
